Dear in the Lord Eminent Archpastors, brothers and fathers!

In connection with the many requests by the children of the Russian Church Abroad for more information on the progress of talks with the Moscow Patriarchate and the forthcoming IV All-Diaspora Council, it was decided at the last session of the Synod of Bishops that it would be beneficial to publish this informational bulletin.

I therefore ask the bishops and parish rectors of the Russian Orthodox Church Outside of Russia to distribute these materials among the clergy and faithful of our parishes, in accordance with the decision of the Synod of Bishops.
