On December 6-7, 2007, the Synod of Bishops of the Russian Orthodox Church Outside of Russia heard a report by the Synodal Treasurer, Protopriest Peter Holodny, and the Communications Director, Nicholas A Ohotin, as well as the Church's lawyer and architect, on a plan for the Synodal Building in Manhattan. The aim of this plan is to mitigate the heavy costs associated with the upkeep and operation of the 90-year-old landmark building, and to help relieve the Church's financial burdens. After a thorough examination of the plan, and subject to the approval of other members of the Synod of Bishops not in attendance (since received), the Synod of Bishops approved the plan.

The plan ensures that the Synod of Bishops retains full ownership of the building in perpetuity. Leaving the Cathedral of Our Lady of the Sign virtually untouched, enhancements to the building will address the needs of the worshiping community and the residential and practical needs of the Synodal Chancery, while respecting the building's landmark status and the sensitivities of the residents of the historic district of Carnegie Hill.
